SEAN Releases New Expert Consultation on COVID-19 Vaccine Confidence

The National Academies of Sciences, Engineering, and Medicine’s Societal Experts Action Network (SEAN) (see COSSA’s previous coverage) has published a new rapid expert consultation, Building COVID-19 Vaccine Confidence. The guidance compiles research-backed strategies for effectively reaching vulnerable communities and skeptical populations to provide trustworthy information about the COVID-19 vaccine. The consultation is available as an interactive web tool, with highlights on Strategies for Public Engagement to Combat Mistrust and Build COVID-19 Vaccine Confidence and Communication Strategies for Promoting COVID-19 Vaccine Acceptance.  The report is also available as a full report on the National Academies website.

Congress Confronts Packed Post-Impeachment To-Do List

For the first time since taking office, the Biden Administration and 117th Congress can work without being consumed by the impeachment trial of former President Donald Trump. Lawmakers on Capitol Hill can now forge ahead on a COVID-19 relief package currently being negotiated and with confirmation hearings for Biden appointees. The House is looking to vote on a $1.9 trillion COVID relief package next week, which is expected to pass largely along party lines. The goal is for the House and Senate to send a completed package to the President by March 14 when current unemployment insurance relief expires. On…

Lawmakers Reintroduce RISE Act

On February 5, a bipartisan group of lawmakers reintroduced the Research Investment to Spark the Economy (RISE) Act. As previously reported, the RISE Act seeks to provide funding relief to federal science agencies impacted by the COVID-19 pandemic. The bill would authorize $25 billion in emergency relief, including $10 billion for the National Institutes of Health and $3 billion for the National Science Foundation. Funding would be used to support non-COVID-related research that has been impacted or shuttered by the closure of labs resulting from the pandemic. Early Days of Biden Administration Marked by Slew of Executive Actions

Since Inauguration Day, President Biden’s spate of executive orders and presidential declarations have focused primarily on undoing many of the damaging actions of the last Administration. As expected, several actions were taken to address the COVID-19 pandemic, such as mandating mask-wearing in federal facilities, appointment of a COVID-19 Response Coordinator, and providing economic relief to individuals and families struggling with unemployment and underemployment, eviction, and other effects of the pandemic. Biden Administration Executive Actions: COVID-19

On January 21, President Biden issued an Executive Order ensuring that the federal response to the COVID-19 pandemic would be guided by the best available science and data, further protecting from potential future public health threats. The Executive Order lays out several directives for federal agencies including focusing energy on building public health infrastructure, directing agency heads to share and coordinate COVID-19 data with other agencies, improving federal capacity for data collection practices, and reviewing existing public health data systems for potential areas for improvement. AERA and Spencer Foundation Release Report on COVID-19 Impacts on Doctoral Students and Early Career Scholars

The American Educational Research Association (AERA), a COSSA governing member, and the Spencer Foundation have released a report, Voices from the Field: The Impact of COVID-19 on Early Career Scholars and Doctoral Students, as part of an ongoing effort to assess and address pressing needs facing scholars and doctoral students during the pandemic. Vaccination Communication Report Authors Highlight Strategies to Reduce Hesitancy

During the January 14 COSSA Headlines webinar, Drs. Christine Hunter and Wen-Ying Sylvia Chou, two of the co-authors of the recent National Institutes of Health report on COVID-19 Vaccination Communication           , shared an overview of the report. They also provided a summary of the report’s recommendations that communities can utilize to ensure that messaging about the entire COVID-19 vaccination process relies on evidence-backed strategies. NIH Launches New COVID-19 Research Website

The National Institutes of Health (NIH) has launched a new website for COVID-19 research information, according to a January 19 blog post by NIH Deputy Director for Extramural Research Mike Lauer. According to Lauer, the website includes key information about the agency’s vaccine and diagnostics programs for COVID-19 as well as searchable information on funded research categorized by state, institution, Congressional district, and other notable fields. The website also includes the latest public-facing information on COVID-19 vaccines and testing, information about participating in clinical trials, and other Federal agency resources on COVID-19. NIH Releases Report on COVID-19 Vaccine Communication

A panel of social and behavioral scientists coordinated by the National Institutes of Health (NIH) has released a report titled “COVID-19 Vaccination Communication: Applying Behavioral and Social Science to Address Vaccine Hesitancy and Foster Vaccine Confidence.” The report, led by the NIH Office of Behavioral and Social Sciences Research (OBSSR) and the National Cancer Institute (NCI), outlines research-based strategies to communicate the importance of receiving a COVID-19 vaccine while addressing the challenges of vaccine hesitancy and misinformation. Congress Passes Final FY 2021 Funding, COVID Relief, Closing the Books on an Extraordinary Year

After weeks of tense negotiations, Congressional leaders reached an agreement on a coronavirus aid package and legislation to fund the government through the end of fiscal year (FY) 2021. The appropriations agreement largely provides flat funding or modest increases to social science agencies, unsurprising given the strains placed on the federal budget by the pandemic. COSSA will release a full analysis of the funding bills for social science agencies later this week. Congress Works to Close Out Term as Leaders Named for 117th Congress

With time running out before the current continuing resolution (CR) funding the government expires on December 11, Congressional leaders are still working to negotiate a final deal for an omnibus spending package to fully fund the government for the remainder of fiscal year (FY) 2021. Reportedly, appropriators have reached an agreement on the top-line funding levels for the various appropriations bills (see COSSA’s analyses of the House and Senate proposals). NIH Seeking Comments on Agency-Wide Strategic Plan for COVID-19 Research

On October 28, the National Institutes of Health (NIH) released a request for information (RFI) to gather public input on the NIH-Wide Strategic Plan for COVID-19 Research released in July (see previous COSSA coverage for more details). As the coronavirus pandemic persists, NIH acknowledges that the framework in the Strategic Plan should be updated periodically to meet the needs of the research community in addressing the pandemic. AAAS Forum Focuses on COVID Impacts, Systemic Racism in Science

The American Association for the Advancement of Science (AAAS) held its annual Science & Technology Policy Forum in a virtual format on October 13-14. The forum featured two days of panels and lectures focused on pressing policy issues facing the sciences. FY 2021 Begins Under a CR; COVID Relief Negotiations Up in the Air

Federal fiscal year (FY) 2021 officially began on October 1. As previously reported, Congress passed a continuing resolution (CR) last month keeping the government operating past the November elections until December 11; the President has since signed the CR into law. What this means for FY 2021 science funding is unknown. The lame-duck Congress will return after the election and may attempt to finalize FY 2021 spending, or pass another CR kicking the responsibility to the next Congress that will be seated in January.
