House and Senate Appropriations Committees Approve FY 2016 Labor-HHS Bills

The Appropriations Committees in the House and Senate advanced their respective fiscal year (FY) 2016 bills for Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS). The House passed its version on June 24 (see COSSA’s preliminary analysis of the bill), and the Senate on June 25. Both bills would provide sizable increases for the National Institutes of Health (NIH), with a larger increase coming from the Senate’s bill. HELP Committee Approves Strengthening Education through Research Act

On January 28, the Senate Health, Education, Labor and Pensions (HELP) Committee passed the Strengthening Education through Research Act (S. 227). The bill reauthorizes the Education Sciences Reform Act (ESRA). ESRA authorizes funding for the research activities of the U.S. Department of Education, including the Institute for Education Sciences (IES). The legislation would authorize an appropriation of $612 million for fiscal year (FY) 2016 and $3.2 billion between 2016-2020 to support federal educational research, statistical analysis, and other activities.

Education Research, NCES Bill Clears Senate Panel

On September 17, the Senate Health, Education, Labor and Pensions (HELP) Committee marked up and reported out the Strengthening Education through Research Act, or SETRA (H.R. 4366). The bill, which was passed by the full House of Representatives in May, would amend and reauthorize the Education Sciences Reform Act of 2002 (ESRA) through 2020. House Appropriations Committee Democrats Introduce FY 2015 Labor, HHS, and Education Bill

On September 15, the Democratic members of the House Labor, Health and Human Services, Education Appropriations Subcommittee (Labor-HHS), led by Ranking Member Rosa DeLauro (D-CT), introduced their version of a fiscal year (FY) 2015 funding bill for the programs within the Subcommittee’s jurisdiction. The Labor-HHS bill is the only appropriations bill that has yet to be considered by the full House Appropriations Committee. Thus far, the Subcommittee’s Republican majority has given no indication that it intends to introduce a Labor-HHS bill this year. IES Seeks Input to Guide Future Education Research Activities

The Institute of Education Sciences of the Department of Education has issued a “Dear Colleague” letter soliciting public input to guide the future activities of the agency’s two research centers, the National Center for Education Research (NCER) and the National Center for Special Education Research (NCSER). The letter states that the effort is intended to “make sure that the two centers are contributing to significant advances in research and building knowledge that is useful to education policymakers and practitioners.” Comments are due October 31, 2014. Analysis of FY 2015 Senate Labor-HHS Bill

In late July, the Senate Appropriations Committee released the text of its fiscal year (FY) 2015 Labor, Health and Human Services, Education and Related Agencies (Labor-HHS) appropriations bill. This is the annual spending bill that provides funding to the National Institutes of Health and other HHS agencies, the Department of Education, and the Department of Labor, including the Bureau of Labor Statistics. As previously reported, the bill was approved by the Labor-HHS Subcommittee in June, but action has since stalled. COSSA Analysis of FY 2015 Senate Labor-HHS Bill

On July 24, the Senate Appropriations Committee released bill language and the accompanying Committee report for the fiscal year (FY) 2015 Labor, Health and Human Services, and Education, and Related Agencies (Labor-HHS) Appropriations bill. The Labor-HHS Subcommittee approved the bill via voice vote in June (see Update, June 12, 2014). It is still unclear when or if the measure will be considered by the full Senate Appropriations Committee. COSSA Joins Partners to Urge Senate Support for IES

On July 9, COSSA joined with a number of its member associations and sister coalitions on a letter to the Senate Health, Education, Labor and Pensions (HELP) Committee expressing concern with the House-passed Strengthening Education through Research Act (H.R. 4366), which is legislation to reauthorize the Institute of Education Sciences (IES) at the Department of Education.
